Purpose: To protect groundwater sources, particularly springs, sinkholes, and other resulting outflows, or orifices leading to, or originating/issuing from, or from various related parts of, the Floridan Aquifer, from harmful extraction, misuse, commercial (other than Utilities), or extraction by any means that will result in commercial (profitable) gain(s) by first, second, third, or any other party or parties.

Action sought: To expressly forbid, under penalty of US Environmental, Federal, and State Law, the extraction by any means or methods , scientific, or any other, of ground or surface water originating from Outflows or Discharges, or underground rivers, lakes, streams, or any other natural (formed by natural or geological events) structure containing water originating in the Floridan Aquifer, or any connected aquifers or water generating natural (formed by natural and/or geological events) systems, for commercial endeavors(individual or group of individuals seeking profit, or donating to profit- seeking individual or group of individuals), other than State/County Utility organizations as needed to supply water for the everyday private use of homes, businesses, and other public/private individual(s) — (private use meaning: drinking water and water used for everyday tasks such as washers, plumbing, sewers, and other necessary and routine uses).

Examples of violating organizations/ individuals: Using any method known or imagined to extract water from sources listed above for purpose of sale(s) and/or profit(s) by agency(s) organization(s)/public/private corporation(s)/ or individual(s), or to supply such waters to, under any circumstances, for, or, not-for-profit agency(s) individual(s) / public / or private corporation(s) / organization(s) / or venture(s), who would use the waters for sales and or profit, and/or ship or transport such waters out of the State of Florida, or Continental United States of America for any of, or resulting from the aforementioned reasons, or for any other reason.
